New threshold values, in line with the WTO Agreement on Government Procurement, enter into force in the European Union on 1 January 2010. This is the effect of Commission Regulation (EC) No 1177/2009, of interest to public authorities and businesses.
Threshold values 2010
COMMISSION REGULATION (EC) No 1177/2009 of 30 November 2009 amending Directives 2004/17/EC, 2004/18/EC and 2009/81/EC of the European Parliament and of the Council in respect of their application thresholds for the procedures for the award of contracts (Text with EEA relevance), was published in the Official Journal of the European Union (OJEU 1.12.2009 l 314/64).
The new threshold values are applied from 1 January 2010.
Scope ─ Three public procurement Directives
The new threshold values apply to three public procurement Directives, namely the so called (Public) Procurement Directive, the Utilities Directive and the Defence procurement Directive.
Utilities Directive 2004/17/EC

Directive 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts, originally published OJ 30.4.2004 L 134/114; latest amendment by directive 2009/81/EC.

Defence procurement Directive 2009/81/EC
Directive 2009/81/EC of the European Parliament and of the Council of 13 July 2009 on the coordination of procedures for the award of certain works contracts, supply contracts and service contracts by contracting authorities or entities in the fields of defence and security, and amending Directives 2004/17/EC and 2004/18/EC (Text with EEA relevance).
