The ideal of the internal market (single market) keeps beckoning; Article 26(2) TFEU:
2. The internal market shall comprise an area without internal frontiers in which the free movement of goods, persons, services and capital is ensured in accordance with the provisions of the Treaties.
However, instead of creating one compatible EU-wide system broad enough to cover the relevant needs, including taxation, copyright, networks etc., the EU member states condemned their union to the Sisyphean task of harmonising (approximating) 28 national systems into something a little less incompatible. Until powers commensurate to the challenge are established, as for previous Commissions, the task for the strategically acting Juncker Commission is reduced to the art of the possible.
